Vermont First State To Require Condoms Be Given to Grade 7 Students

Vermont has reportedly become the first state to require all secondary schools, grades 7-12, to distribute condoms.

The “condom availability program” was initially devised in the hopes of preventing or reducing unintended pregnancies and sexually transmitted diseases (STDs).

“In order to prevent or reduce unintended pregnancies and sexually transmitted diseases, each school district shall make condoms available to all students in its secondary schools, free of charge,” the statue (16 V.S.A. § 132) reads. “School district administrative teams, in consultation with school district nursing staff, shall determine the best manner in which to make condoms available to students. At a minimum, condoms shall be placed in locations that are safe and readily accessible to students, including the school nurse’s office.”

While the law was signed last year by Republican Gov. Phil Scott and went into effect in July of this year, the Vermont Agency of Education recently released guidance on the distribution of condoms. WBAL reported Monday that the rollout is “officially complete.”

The agency cited results from the 2019 Vermont Youth Risk Behavior Survey (YRBS), data from the U.S. Centers for Disease Control and Prevention (CDC) and state data in its reasoning.

“Research shows that condom availability programs increase condom use in sexually active youth, promote delayed sexual initiation or abstinence, provide medical care costs savings, and reduce the risk of HIV, STD, and unplanned pregnancy,” the Vermont Agency of Education wrote, noting that the YRBS revealed that only 50% of females and 59% of sexually active males are using condoms.

The agency said condoms should be made available in locations that are “safe and readily accessible for students, without barriers to obtaining condoms or stigma surrounding access.”

Information about proper condom use that represents all students should also be available, it noted, with school staff trained to talk to students about sexual health and contraceptive use if the student asks – though a conversation would not be required to gain access to the condoms.

“No secondary student will be refused access to condoms through this program,” the guidance continues. “Minors in Vermont have a legal right to access a full range of reproductive and sexual health services without parent permission. Minors are provided access to condoms in variety of settings and may purchase them without parental consent.”

Planned Parenthood of Northern New England is providing contraceptives.

While both the Vermont Agency of Education and Department of Health previously expressed support for the legislation, opinions on the issue were divided.

Republican Rep. Topper McFaun, who introduced the bill, told Vermont Public Radio in October 2020 that the goal of the legislation was to allow students to protect themselves and reduce the number of abortions. However, the Vermont Right to Life Committee said the bill has the “potential to increase abortion rates in Vermont.”

In a January 2020 memo, the Vermont Agency of Education and Department of Health said “there is no evidence that teaching about condom use contributes to increased sexual activity among adolescents.”

2018 study in the American Journal of Health Promotion found that making condoms freely available to students does not increase sexual behavior but does increase condom use among sexually active students.

According to the CDC, condom use among teens has declined over the last decade.

Only 7.2% of high schools and 2.3% of middle schools made condoms available to students as of 2014, the agency said.

HD Editor’s Note: Why Is This News Biblically Relevant?

The argument has long been that children and teens are going to be engaging in such activity anyway, so it is the job of adults to be making sure that sexual activity is done in a safe manner. But is this thinking correct?

This is the same argument often used when progressives defend a women’s “right” to obtain an abortion. Many on the Left have stated that women who want to kill their child in the womb are going to receive an abortion whether they are able to legally or not. Therefore, it is necessary that lawmakers make sure that women can do so safely. Many of the pro “choice” protests and rallies have participants holding up hangers, claiming that it is by this horrific method women will be forced to resort to.

This argument, however, has been shown unequivocally to be false. Wide-ranging access has not saved women from unsafe abortion, it has promoted the deadly procedure.

The same is true when you distribute condoms to children from the age of eleven or twelve. You are not insuring “safe sex,” you are promoting the idea that sexual intercourse at incredibly young ages, and outside of marriage, is acceptable and expected of them.

Are schools and lawmakers, often accused of sexualizing children, ignorant of this fact? Of course not! Nevertheless, they had the audacity to claim that these new measures “promote delayed sexual initiation or abstinence.”

Candice Owens, in her article “Schools Are Targeting Our Children. It’s Time To Fight Back,” urged that “it’s time for parents to remind themselves that they are the parents.”

“I travel the country a lot, and it seems the number one question I am now getting from parents is: what can we do? They’re realizing that something is wrong,” she said. “They’re teaching critical race theory, which is really just teaching your children how to be racist. They’re teaching equitable math, which is teaching your children how to be stupid. And now, of course, is the hyper-sexualization of our children.”

“I’m a big supporter now of homeschooling, because I think that schools are a disaster,” she explained. “They cannot be trusted with our children. I hear people say they can’t afford homeschooling because they have to work, and I understand the predicament. But if you’re sending your children to school because you think it’s free, you must understand something: it’s not free.”

“It is costing you your child’s mind. It is propaganda. It is lies. It is making them dumber. And it is sexualizing them,” Owens underscored.

There is a spiritual battle behind these motivations. Satan is attempting to set children up for a lifetime apart from and in opposition to their Creator.

The Bible presents a grave warning to those that put “stumbling blocks” in front of children, causing them to fall into sin (Matthew 18:6).

Matthew 18:6 KJV – “But whoso shall offend [cause to sin/stumble] one of these little ones which believe in me, it were better for him that a millstone were hanged about his neck, and that he were drowned in the depth of the sea.”
