Sudan’s military rulers have quietly offered Russia its first-ever African naval base—an arrangement that would hand the Kremlin a powerful strategic foothold over the Red Sea, one of the world’s most critical and contested trade arteries—according to a Wall Street Journal exclusive.

According to Sudanese officials who spoke with the WSJ, the proposed 25-year agreement would allow Russia to station up to 300 personnel and host four warships, including nuclear-powered vessels, at Port Sudan or another Red Sea location. In return, Moscow would gain priority access to lucrative mining concessions in a country that ranks among Africa’s largest gold producers.

U.S. officials view the development as a troubling escalation in the global contest for influence along the Red Sea, a region already home to competing American and Chinese military facilities. The WSJ notes that Russia has long struggled to secure warm-water ports where its navy can resupply and undergo repairs. A base at Port Sudan, perched near shipping lanes that feed the Suez Canal—through which roughly 12% of global trade flows—would enhance Russia’s ability to project power into both the Mediterranean and the Indian Ocean.

Sudan’s embattled military rulers see the proposed deal as a lifeline in their war against the Rapid Support Forces, offering access to advanced Russian antiaircraft systems and weaponry at favorable prices. Yet, as officials told the WSJ, the leadership also fears that accepting Moscow’s terms could further strain relations with the United States and the European Union. The country already faces international scrutiny over a civil conflict that has killed an estimated 150,000 people and displaced 12 million.

The report situates the Russian offer within a wider geopolitical struggle in Africa, where China has built expansive port infrastructure and operates its own major naval base in Djibouti. Russia, meanwhile, has seen its influence waver following the collapse of the Wagner Group’s African operations after 2023. A permanent foothold on the Red Sea—something Moscow has pursued for five years—would restore some of the global prestige and leverage it has lost, analysts told the WSJ.

For Sudan, the overtures reflect a deepening desperation as the battlefield shifts against the government. Although Khartoum maintains control of the capital, the Rapid Support Forces seized all of Darfur in October, repeating atrocities reminiscent of the early-2000s genocide, human-rights groups warn. With regional powers backing rival factions—Iran, Egypt and Turkey supplying drones to the military, and the UAE accused of arming rebels—the WSJ reports that Sudan’s overture to Moscow underscores just how dramatically the conflict has become entangled in global power politics.
