MacArthur Calls Pastors To Preach Biblical Sexuality In Defiance Of New Canadian Law That Would ‘Criminalize Evangelism’

Canadian pastors are warning that a new “conversion therapy” bill, just passed by parliament, will likely ban them from teaching that homosexuality and transgenderism are sins according to the Bible.

The bill in question, known as C-4, unanimously passed both the House of Commons and the Senate before receiving Royal Assent on December 8, meaning it will officially become Canadian law on Jan 8. On the surface, it’s meant to outlaw “conversion therapies”— that is, psychological treatments intended to re-train same-sex attracted people to prefer the opposite sex and individuals who believe they’re transgender to embrace their biological sex. When approached in a coercive or abusive manner, nearly all mainstream Christian denominations also condemn such therapy.

But critics say C-4’s language is so broad it also effectively bans preaching and teaching based on biblical sexual ethics. For instance, it could prevent counseling that references the many Old and New Testament passages that demonstrate God reserves sex for one man and one woman within the bond of marriage. It could also criminalize any instruction that confirms human beings are created as indelibly male or female from birth (the Bible also condemns men dressing like women and vice versa in verses like Deuteronomy 22:5).

Even further, the bill makes it a crime for parents to provide Christian therapy to their children suffering from gender dysphoria and prevents pastors and other religious leaders from offering biblical counseling or advice to same-sex attracted individuals who desire to obey God’s commands to repent from the sin of homosexual practices. Violations carry a penalty of up to five years in prison.

In response, John MacArthur, longtime senior pastor of Grace Community Church in Los Angeles, is asking for ministers across the U.S. to join him in preaching about God’s standard for sexuality on Jan 16. MacArthur’s statement, issued Dec. 28, calls for a show of solidarity that will “put the Canadian and the U.S. governments on notice that they have attacked the Word of God.”

In his appeal, MacArthur quoted Canadian minister James Coates (who was jailed earlier this year for keeping his church open in violation of government Covid restrictions), saying the bill could be used to “criminalize evangelism.”

“I am eager to support our Canadian brothers and to preach on biblical sexual morality on January 16, and I invite you as a faithful pastor to do the same,” MacArthur wrote, later adding, “We are all well-aware of the evil power and destructive influence of the homosexual and transgender ideology. Our government is bent on not only normalizing this perversion, but also legalizing it, and furthermore criminalizing opposition to it.”

He then went on to point out that similar laws have made their way through state legislatures in the U.S.

In 2012, California enacted a law that prohibited conversion therapy, though it’s purview is much more limited than C-4’s. New York, New Jersey, Oregon, Massachusetts, Nevada, and a number of other states passed similar bills soon after. On a national level, the Democratic Party included banning “harmful conversion therapy practices” in its platform at its convention this past August.

At the same time, as The Daily Wire has previously reported in numerous stories, school districts across the U.S. have grown much more aggressive in teaching students that they may be gay or transgender and that identifying as such is good for children’s mental health. Countless videos posted on social media accounts like Libs of TikTok have gone viral in recent months for showing LGBT educators and their “allies” insisting they have a right to indoctrinate children with the idea that characterizing homosexuality or transgenderism as sin is hateful. To date, there are no laws that prohibit teachers, counselors, or clergy from proselytizing for homosexuality and transgenderism. C-4 is no different.

As Anna Nienhuis of Canada’s Association for Reformed Political Action has pointed out, while the bill bans any attempts to help someone turn away from unwanted homosexuality or transgenderism, it imposes no limits on attempts to “counsel a cisgender or heterosexual individual to become transgender or homosexual.”

In his open letter, MacArthur, whose daily Bible teaching program, “Grace to You,” is one of the most popular radio ministries in the world, quoted Andrew DeBartolo, teaching elder at Encounter Church in Ontario. DeBartolo stressed the importance of pushing back against government authoritarianism on this issue and thanked his American brothers for their willingness to stand alongside him:

We are honored that our American brothers will be joining us in this.”

Hours after MacArthur posted the letter to social media, hundreds of pastors affirmed that they had signed it and will be joining him in preaching about biblical sexuality in defiance of C-4 and similar U.S. laws on Jan. 16.

Nate Pickowizc, senior pastor of Harvest Bible Church in Gilmanton, New Hampshire, said, “I signed, and I’m committed to standing with our Canadian brothers and sisters in the Lord.”

Corey Smith, senior pastor at Heritage Baptist Church in Shreveport, Louisiana, tweeted, “Let’s stand with our brothers in Canada in proclaiming the saving and sovereign grace of God in the Lord Jesus to radically transform the lives of those enslaved to the sins of homosexuality [and] transgenderism.”

“We need to stand with our Canadian pastors who will likely suffer for their unwillingness to compromise truth!” said Tom Buck, senior pastor of First Baptist Church in Lindale, Texas.

Finally, Brandon Byler, pastor of Calvary Byler Church in Cortland, Ohio, commented, “Thanks for bringing this to my attention. Signed and thinking through how to pray for our faithful brothers and sisters in Canada, as well as how to continue to prepare my people for when it hits our shores.”

Pastor Tim Stephens, one of the Alberta Pastors arrested for refusing to close his church amid overreaching COVID restrictions, in a recent interview with Rebel News, vocally condemned the Candian Conversion Therapy Ban.

Ken Ham, Founder and CEO of Answers in Genesis, has long spoken out against conversion therapy bans being pushed throughout the world.

Referring to the bans as a “trojan horse,” Ham has continued to warn that the ultimate goal of these new laws is “the bridling of free speech and the criminalization of those who believe and act on biblical principles.”

“In their minds and by their flawed logic, those who hold to the biblical belief that an LGBT identity and lifestyle are sinful are hurting other people and driving them to suicide,” Ham explained, “therefore such people (Christians specifically) don’t deserve to be able to speak their views. Many politicians are viewing this matter now as a civil rights issue—but it’s not. It’s a moral issue.”

“The warning that these bans are Trojan horses isn’t a fallacious slippery slope argument,” he insisted, pointing to the calls in the UK for the strong enforcement of a Conversion Therapy Ban for the purpose of causing “religious leaders” to “think twice.”

“It’s an outright assault on freedom of religion and speech and, above all, on biblical truth and the gospel of Jesus Christ (the only message that truly delivers someone from their slavery to a sinful identity, if they will repent and believe on the Lord Jesus Christ),” Ham asserted.

“As believers, we must be prepared to continue sharing biblical truth regardless of what the culture around us says or threatens,” he urged. “Teaching God’s Word is not abusive or dangerous—the gospel is the power of God unto salvation (Romans 1:16). It is the gospel and the truth of God’s Word, with the power of the Holy Spirit, that free us from our slavery to sin (Romans 6:6) and makes us a new creation in Christ Jesus (2 Corinthians 5:17).”

“The time is coming when speaking biblical truth regarding sexuality will be illegal,” he maintained. “But we must love people enough to continue to contend for the faith (Jude 1:3), making disciples (Matthew 28:19), as we do the King’s business until He returns (Luke 19:13).”

Ham then posed an important question to Pastors: “Are we courageous enough to boldly state as Peter and the apostles did: ‘We must obey God rather than men’ (Acts 5:29)?”

Dear Minister of the Gospel,

I write to you this Christmas season to call your attention to an urgent matter in which the gospel of our Lord Jesus Christ is under attack.

On December 22, I received an email from Pastor James Coates of GraceLife Church of Edmonton in Alberta, Canada. You will remember that he was recently imprisoned for keeping his church open during COVID-19 lockdowns. James is a graduate of The Master’s Seminary and co-author (with Dr. Nathan Busenitz) of an excellent new book—God and Government (to be released March 2022). James’s recent email gave me insight into the Canadian government’s decision to pass Bill C-4, which “directly comes against parents and counsellors who would seek to offer biblical counsel with respect to sexual immorality and gender.” James indicates that it could be used to “criminalize evangelism.” To clarify the bill, James forwarded this email from Pastor Andrew DeBartolo:

Pastor John,

Thank you so much for your willingness not only to shine a light on the situation here in Canada but also your partnership in calling other men to preach on biblical sexuality on January 16 in unity and solidarity with ministers here in Canada. I (and we) are truly grateful for your ministry and service.

Bill C-4 passed through the House and the Senate without opposition. Not a single dissenting vote was cast by any member of the conservative party. It received Royal Assent on December 8, which means it will come into Law after January 8, 2022. The Bill will amend the Criminal Code in Canada to ban conversion therapy. It will criminalize, among other things, “causing another person to undergo conversion therapy; promoting or advertising conversion therapy.”

In the Preamble of the Bill, it says that the belief that “heterosexuality, cisgender gender identity and gender expression that conforms to the sex assigned to a person at birth are to be preferred over other sexual orientations, gender identities and gender expressions” is a “myth.” According to Canadian law, as of January 8, 2022, the belief in God’s design for marriage and sexuality will now be seen as a myth.

The Bill defines conversion therapy as, “a practice, treatment or service designed to change a person’s sexual orientation to heterosexual; change a person’s gender identity to cisgender; change a person’s gender expression so that it conforms to the sex assigned to the person at birth; repress or reduce non-heterosexual attraction or sexual behavior; repress a person’s non-cisgender gender identity; or repress or reduce a person’s gender expression that does not conform to the sex assigned to the person at birth.”

The definition is intentionally broad, and it can clearly be used against any preacher or elder who either speaks against homosexuality/transgenderism or who counsels a person to obey Christ and abandon their homosexual/transgender actions and lifestyle. This means as of January 8, 2022, it will be against the law to preach, teach, or counsel regarding God’s design for marriage and sexuality.

“Everyone who knowingly causes another person to undergo conversion therapy – including by providing conversion therapy to that other person – is guilty of an indictable offense and liable to imprisonment for a term of not more than five years.” Similarly, “Everyone who knowingly promotes or advertises conversion therapy is guilty of an indictable offense and liable to imprisonment for a term of not more than two years.”

On January 16, 2022, faithful men across this country (and many in the United States as well) will be preaching on God’s design for marriage and a biblical ethic of sexuality. We will be doing so illegally, declaring to the State that there is one God and one Lord over His church, and that Christ alone gets to both define marriage and dictate what is required in the pulpit. In 2012, California passed Senate Bill 1172 banning “gay conversion” (alongside New York, New Jersey, and Nevada). In doing this, the California government sought to prohibit any correction of an unbiblical view of sexual identity, because “California has a compelling interest in protecting the…wellbeing of lesbian, gay, bisexual and transgender individuals.” And on August 18, 2020, the Democratic Party declared at the National Convention that it would “ban harmful conversion therapy practices.” The Obama administration appointed more than 250 LGBTQ+ people to serve in the government. The Biden administration has promised to increase that number, and they have done so thus far.

As aggressive as this political priority is to make perversion safe from criticism in the United States, Canada is even further ahead. On November 29, 2021, The House of Commons passed Bill C-4 with a completely unanimous vote, amending the code to include “conversion therapy.” Since this law takes effect on January 8, 2022, faithful Canadian pastors are going to preach on the issue, calling for a biblical understanding of sexual sin, the eternal judgment that falls on the unrepentant and gospel-rejecting sinners, and the grace of God in the gospel which offers forgiveness to those who repent and believe in Christ. In 1 Corinthians 6:9–11, Paul clearly articulates why we must speak the truth:

Or do you not know that the unrighteous will not inherit the kingdom of God? Do not be deceived; neither the sexually immoral, nor idolaters, nor adulterers, nor effeminate, nor homosexuals, nor thieves, nor the greedy, nor drunkards, nor revilers, nor swindlers, will inherit the kingdom of God. And such were some of you; but you were washed, but you were sanctified, but you were justified in the name of the Lord Jesus Christ and in the Spirit of our God.

All sinners need conversion, but the list focuses specifically on “the sexually immoral…adulterers…effeminate…[and] homosexuals,” who will not “inherit the kingdom of God.” Our calling as gospel ministers is to preach the truth, confront sin, and call all men to repentance and obedience to the gospel—the good news that achieves soul conversion and saves sinners from eternal wrath.

Will you stand with me and our Canadian brothers and confront, in a spirit of love and mercy, the damning sins legalized in our culture? And will you join the nationwide effort to preach on a biblical view of sexual morality on January 16, 2022 and proclaim the gospel of salvation that is now criminalized? If we all stand strong in this conviction together, the governmental forces of evil will be put on notice that divine love and sovereign grace compel us to be faithful to proclaim radical transformation at any cost. This world system and its human governments will gladly send people to hell, but our calling is to rescue people with the truth (2 Timothy 2:24–26).

On December 22, I received an email from Pastor James Coates of GraceLife Church of Edmonton in Alberta, Canada. You will remember that he was recently imprisoned for keeping his church open during COVID-19 lockdowns. James is a graduate of The Master’s Seminary and co-author (with Dr. Nathan Busenitz) of an excellent new book—God and Government (to be released March 2022). James’s recent email gave me insight into the Canadian government’s decision to pass Bill C-4, which “directly comes against parents and counsellors who would seek to offer biblical counsel with respect to sexual immorality and gender.” James indicates that it could be used to “criminalize evangelism.” To clarify the bill, James forwarded this email from Pastor Andrew DeBartolo:

Pastor John,

Thank you so much for your willingness not only to shine a light on the situation here in Canada but also your partnership in calling other men to preach on biblical sexuality on January 16 in unity and solidarity with ministers here in Canada. I (and we) are truly grateful for your ministry and service.

Bill C-4 passed through the House and the Senate without opposition. Not a single dissenting vote was cast by any member of the conservative party. It received Royal Assent on December 8, which means it will come into Law after January 8, 2022. The Bill will amend the Criminal Code in Canada to ban conversion therapy. It will criminalize, among other things, “causing another person to undergo conversion therapy; promoting or advertising conversion therapy.”

In the Preamble of the Bill, it says that the belief that “heterosexuality, cisgender gender identity and gender expression that conforms to the sex assigned to a person at birth are to be preferred over other sexual orientations, gender identities and gender expressions” is a “myth.” According to Canadian law, as of January 8, 2022, the belief in God’s design for marriage and sexuality will now be seen as a myth.

The Bill defines conversion therapy as, “a practice, treatment or service designed to change a person’s sexual orientation to heterosexual; change a person’s gender identity to cisgender; change a person’s gender expression so that it conforms to the sex assigned to the person at birth; repress or reduce non-heterosexual attraction or sexual behavior; repress a person’s non-cisgender gender identity; or repress or reduce a person’s gender expression that does not conform to the sex assigned to the person at birth.”

The definition is intentionally broad, and it can clearly be used against any preacher or elder who either speaks against homosexuality/transgenderism or who counsels a person to obey Christ and abandon their homosexual/transgender actions and lifestyle. This means as of January 8, 2022, it will be against the law to preach, teach, or counsel regarding God’s design for marriage and sexuality.

“Everyone who knowingly causes another person to undergo conversion therapy – including by providing conversion therapy to that other person – is guilty of an indictable offense and liable to imprisonment for a term of not more than five years.” Similarly, “Everyone who knowingly promotes or advertises conversion therapy is guilty of an indictable offense and liable to imprisonment for a term of not more than two years.”

On January 16, 2022, faithful men across this country (and many in the United States as well) will be preaching on God’s design for marriage and a biblical ethic of sexuality. We will be doing so illegally, declaring to the State that there is one God and one Lord over His church, and that Christ alone gets to both define marriage and dictate what is required in the pulpit. We are honored that our American brothers will be joining us in this.

I am eager to support our Canadian brothers and to preach on biblical sexual morality on January 16, and I invite you as a faithful pastor to do the same. Our united stand will put the Canadian and the U.S. governments on notice that they have attacked the Word of God. We are all well-aware of the evil power and destructive influence of the homosexual and transgender ideology. Our government is bent on not only normalizing this perversion, but also legalizing it, and furthermore criminalizing opposition to it.

In 2012, California passed Senate Bill 1172 banning “gay conversion” (alongside New York, New Jersey, and Nevada). In doing this, the California government sought to prohibit any correction of an unbiblical view of sexual identity, because “California has a compelling interest in protecting the…wellbeing of lesbian, gay, bisexual and transgender individuals.” And on August 18, 2020, the Democratic Party declared at the National Convention that it would “ban harmful conversion therapy practices.” The Obama administration appointed more than 250 LGBTQ+ people to serve in the government. The Biden administration has promised to increase that number, and they have done so thus far.

As aggressive as this political priority is to make perversion safe from criticism in the United States, Canada is even further ahead. On November 29, 2021, The House of Commons passed Bill C-4 with a completely unanimous vote, amending the code to include “conversion therapy.” Since this law takes effect on January 8, 2022, faithful Canadian pastors are going to preach on the issue, calling for a biblical understanding of sexual sin, the eternal judgment that falls on the unrepentant and gospel-rejecting sinners, and the grace of God in the gospel which offers forgiveness to those who repent and believe in Christ. In 1 Corinthians 6:9–11, Paul clearly articulates why we must speak the truth:

Or do you not know that the unrighteous will not inherit the kingdom of God? Do not be deceived; neither the sexually immoral, nor idolaters, nor adulterers, nor effeminate, nor homosexuals, nor thieves, nor the greedy, nor drunkards, nor revilers, nor swindlers, will inherit the kingdom of God. And such were some of you; but you were washed, but you were sanctified, but you were justified in the name of the Lord Jesus Christ and in the Spirit of our God.

All sinners need conversion, but the list focuses specifically on “the sexually immoral…adulterers…effeminate…[and] homosexuals,” who will not “inherit the kingdom of God.” Our calling as gospel ministers is to preach the truth, confront sin, and call all men to repentance and obedience to the gospel—the good news that achieves soul conversion and saves sinners from eternal wrath.

Will you stand with me and our Canadian brothers and confront, in a spirit of love and mercy, the damning sins legalized in our culture? And will you join the nationwide effort to preach on a biblical view of sexual morality on January 16, 2022 and proclaim the gospel of salvation that is now criminalized? If we all stand strong in this conviction together, the governmental forces of evil will be put on notice that divine love and sovereign grace compel us to be faithful to proclaim radical transformation at any cost. This world system and its human governments will gladly send people to hell, but our calling is to rescue people with the truth (2 Timothy 2:24–26).
